The roofer and I took a water hose to the outside of this wall and found most likely one of the weep holes is letting rain water inside, and probably caused the pooling around the concrete by the exposed pipe!
Now we have to determine exactly how many of these holes are affected, and that will determine if insurance will cover it. If the cracked drain line caused the damage to extend to somehow open the weep hole, it's covered. If it's a lot of weep holes, it might be a problem covering it. The house isn't that old, sooo we will see.
The wall repair will started at the end of this week, but they will have to build a new wall to hold the 2nd story above. Hopefully we can see more if they open it up more past the foam board.
